  Fair fair. Most of the services have export functions to take your code offline, not sure if Softr does. But anycase, if you don't want to use a no-code web-based builder, then you can try something like Bootstrap Studio to build with Bootstrap CSS. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good.
