I use https://actualbudget.com/ locally. You have to import your transactions yourself and it's all local. Source: 9 months ago
If you have the ability to selfhost, Actual budget has been my go to for budgeting. I just input bank transactions usually weekly and assign the transaction to it's appropriate category. Source: 10 months ago
