However I just got a new job in the past year and wow I realized my knowledge is way behind. Like, as far behind as somebody in the IE9 days would've been who was stuck doing table-based design. Personally I don't like either. Bootstrap seems too bloated and cookie-cutter, and Tailwind is inline styles and clutter. Lately I've used Bulma (CSS framework) and Buefy (Bulma + Vue) on a couple of projects. I also like the look of Pure CSS, but I haven't used it. Source: almost 2 years ago
