All big cities suck, but San Jose is far better than SF and especially Oakland (which I've lived in, BTW), both of which are significantly more ridden with crime.   It's an app for user generated crime reports in your area. The app sends alerts to any of your neighbors who also use the citizen app. Seems like a good idea but I've unfortunately only ever seen it deliver false alarms ( aka Cars backfiring = gunshots ) and racism ( aka "suspicious" people walking in your neighborhood ).
