I would forget about using the Disk Utility Restore function and download a 30 trial copy of Carbon Copy Cloner which can clone your internal SSD to the new external one. Just be advised you will need to use the Legacy option to make the clone since the default CCC cloning function now is “Data Only”. My advice to retain your sanity: stop using Time Machine and use Carbon Copy Cloner [0] instead. It works. It keeps working. It has excellent documentation for any possible backup and restore cases. It's best to copy from drive to drive your folders using a backup utility that can be set to verify that the files have indeed copied exactly as they should at the destination. Get a trial of Chronosync or Carbon Copy Cloner to do that. Chronosync can even be set to verify already copied files, while you have to copy the files from scratch with Carbon Copy Cloner. You first need to complete a full backup to an external disk, either using Time Machine or, better: Carbon Copy Cloner — ideally two separate full backups. Get a blank drive that can hold all the data you're backing up (the totla of all the drives you want to back up) - make a folder on it for each drive you'll back up. Get a copy of Carbon Copy Cloner and set up a backup task for each drive, and direct it to backup to those folders (like, you have an SSD called "media", make a "media" folder on your backup drive and direct CCC to put its backups there.
