I'll also second u/keffordman's recommendation of Kvaser, They've got some good material on their site. Not to sound like I'm promoting, but the Leaf Lite and CANKing also make for a good entry level tool without the hassle of the DIY/hobby hardware. The Leaf also works with BusMaster (https://rbei-etas.github.io/busmaster/) which is a nice FOSS. Source: over 1 year ago

You can use Busmaster for CAN monitoring, that works on Windows. Take a look at their list of supported hardware. Personally I'd recommend Peak CAN dongles, they are trusted good. Source: over 3 years ago
