If you are learning Digital Art there are really good Digital programs like Krita + Medibang that are free on PC. I love CSP but with the way they've been going, I don't feel like it's proper to recommend them :C - I have used Krita and Medibang for my job and genuinely, nobody can tell the difference. Like with any new program, there's a bit of a learning curve esp. If you don't know if you are using a window display tablet or just a regular tablet. Medibang is great for comics which you showed an interest in and I know a lot of people in the industry that use Medibang.
