I might recommend WordPress because it's relatively easy to learn and widely supported. WordPress on an old machine, a small virtual private server (VPS), or shared hosting shouldn't cost more than $5/month. You could even use WordPress.com, which is $4/month (billed yearly) and includes a free domain name for the first year (you'd have to renew it in following years, but you could always keep a subdomain).

Try https://tiddlywiki.com/ and make at least two digital copies (one on your computer, one in the cloud) and print out all the new entries every year. Or burn them to a dvd. A nice photo printer with archival grade paper would be good to add photos, then you can keep them in an album.
