    PS. As I was writing this I took a quick look to see if I could find anything and found this, Zoneminder. It looks like it could do what you need whether onsite or offsite. Could be worth looking at.

    Also if you do want to have offsite storage I would consider looking into using the Sia network. I don't know if anyone has used it for this before as it's still relatively new. But it is a fully decentralized cloud storage network which requires no third party to access or store data on the network. All your data gets sharded and encrypted into 30 pieces using Reed-Solomon erasure encoding with 3x redundancy. Each shard is then uploaded to its own host on the network giving you a 3x geo-redundant cloud service that you control. No one but you is able to retrieve and recreate your data. Also since you only need any 10 of the 30 data shards to recreate your data, two thirds of the network could go offline and your data would still be retrievable.
