Carlsen might know something, that the rest of the world does not know. After all he partly owns chess.com after their merger with playmagnus. If the online cheating from Hans has gone on for a long time - he probably will only admit those times, when he actually got caught - he might regard Niemann as unworthy to play against, just based on his online cheating. He might suspect something off in his OTB play as well, but it might well "just" be Niemann having cheated to a higher extent than he has actually disclosed.

I think A LOT is going on behind the scenes. Hans games OTB and online from his last years are being analyzed by algorithms, and cheat detection etc. This takes time, be patient. I strongly suspect that in the coming weeks, FIDE, chess.com , lichess.org, will announce that the evidence is overwhelming and will suspend Niemann from their future events. They might not reveal any of their evidence, and this will piss r/chess off. But this is because they don't want cheaters to analyse what Niemann did wrong in his cheating method and correct those mistakes. And they would be correct not revealing anything. Some people will say it is a conspiracy orchestrated by the whole powerful Magnom Calrson who now basically owns chess. Those people can not be helped.
