If you're curious as to how I did it: different reverse image search engines have their own strengths! Tineye has plenty of exact matches here like Google, but you can sort by oldest to get closer to a source. The oldest result here is... dead, and not even the source really, but archive.org can revive it and at least reveal that this seems to be a screenshot from the first episode of... something. This is where Yandex comes in. Yes, the Russian search engine (use an ad blocker!), for some reason, is extremely good at reverse image search on particular kinds of images. Like this one! Yandex somehow apparently identifies the character, and gives this video as a result. So there's your character name (channel title), and to find the exact video source... I just opened every video on the channel with the number "1" in the title (as clued from earlier) and scrolled through them.
