ChromeOS is a good option, but personally, I would always go with Linux. I would suggest to use Linux Mint, Zorin or Ubuntu, they are very easy to use and a beginner can get a lot done with them. They have great Microsoft Office equivalents (Libra Office) and great software support for almost anything that you use as a regular Windows user. Linux gets a bad rep for being 'hardcore' and difficult to use, but with the newest updates you can get a very Windows- or MacOS - like experience.
