If you don't know how to code or don't want to touch it so much, you could try something like Webflow, there you can get that sort of animation. Otherwise, you can use GSAP which is a library to handle animations with JavaScript, also there is a plugin there called ScrollTrigger, with that you can control when the animations are triggered and play with timing within the scroll action.
