By documentation, only either the Allow List or Deny List can be filled, not both. So setting 2 websites in Allow should deny all but those two sites. Yet, my user can still go to https://tiktok.com and any other website they please. When I look at the Device record, under App Configuration it says No Data; but the App Configuration policy is assigned to the group which this iPad is a member of. What am I missing?

I created everything I needed, Enrollment Profile to device context, added to a group that is assigned to configuration policies, required app install for edge, and an App configuration policy for Managed Apps -> Edge iOS. I set the allow list to only 2 websites, lets says for example https://reddit.com https://discord.com.
