How do I begin playing DnD?

Owlbear Rodeo D&D Beyond
  1. Owlbear Rodeo is an attempt to make a web app to run tabletop encounters without the complicated setup process needed for other VTTs.
r/lfg is what you're looking for. For online play you're looking at Theater of the Mind over discord or another chat service, or a VTT (Virtual Table Top) such as Fantasy Grounds, Roll20, owlbear.rodeo, and FoundryVTT, sometimes a combination of the two. The latter usually have a cost associated with them at some point, either off the get go or somewhere down the line.

  2. Official online toolset for Dungeons & Dragons tabletop gaming
For actual rules, dndbeyond.com has a free character creator along with the basic rules, you can get a PDF thereof from wizards of the coast here https://media.wizards.com/2016/downloads/DND/SRD-OGL_V5.1.pdf but you'll likely find you want additional information. As a player or a DM the first book to get is the Player's Handbook, which includes expand version of most of the basic rules (save the monsters), many more feats and other player options. If you're a DM, the next books after that to get are the monster manual, and then either more of the monster guides like Mordenkainen's Tome of Foes and Volo's Guide to Monsters (which also includes additional player race options) or more rules and player options guides like Xanathar's Guide to Everything and Tasha's Cauldron of Everything. Both the latter should be the next books to get as a player. At that point a DM is looking at the Dungeon Master's Guide and settings guides like Wayfinder's Guide to Eberron, Explorer's Guide to Wildmounte, and Mythic Odysseys of Theros or adventures like Curse of Strahd, Storm King's Thunder, Icewind Dale: Rime of the Frostmaiden, etc. Players don't have to worry about picking up any of the latter books I just mentioned (just the PHB, XGtE, and TCoE).
