Ahead of building something as complex as you’ve described (the logic is relatively easy but the UI might be challenging depending on the amount of variables) I would see if you could prototype it in a form platform like Tally, Typeform or other platform that lets you implement logic and calculated fields. That way users can select visual elements, you can assign a cost to them, and a final price can be determined when they finish their selections.
