While not covering everything in terms of animation, I found Storyset to be extremely useful. One alternative without any animation out of the box would be undraw.

Lottie

Oh that's easy. Just use Lottie in conjunction with After Effects. There's a plugin that exports your After Effects Animation directly to a sample index.html playing your animation in the browser.
