    As others have said, Inkscape is free & great for general vector-based illustrations (and figures/illustrations/diagrams submitted for pub should be vector-based whenever possible to maintain image quality).

    Draw.io for block diagrams (now free to use at https://app.diagrams.net/ or download your own copy at https://github.com/jgraph/drawio-desktop/releases/ Either way you can keep your drawings on your machine, GitHub, GitLab, Dropbox, Google Drive, …). Draw.io has predrawn symbols for electronics schematics, but they are terrible—Scheme-it produces much nicer-looking schematics that are more easily drawn.
