If you did choose web-based, then I'd start by grabbing VSCode and learning either React or Vue, since this is going to be a heavily data driven display. Personally, I'd go with React since Vue hasn't quite gotten their shit together with the whole V2 vs V3 thing. (I'm still enjoying the PTSD from Python 2 vs 3.)
