What I will say is that making a font can be difficult work, and requires *a lot* of expertise. For this reason, the only folks who make fonts tend to be graphic designers who specialize in typography. Customers often pay designers thousands of dollars to make a custom font. These designers typically use a program such as 'Glyphs'.

That said, there is a site called Fontstruct, which has a website front-end that allows you to create simplified, pixel-y looking fonts without having much expertise. Maybe you can give that a look. Not sure whether that would fit your need here.
