7+ Taskbar Tweaker

The way you describes it reminds me of 7+ Taskbar Tweaker. It has a tweak where you can control volume just by hovering on the system tray/clock (or the whole taskbar if you prefer) and scroll the mouse wheel. It's so convenient that's it's baked into my muscle memory, and I'm a bit irritated when working on others' Pc without that haha.
