    There are honestly no good free PDF editors, but the good ones are not so expensive. As you found LibreOffice Draw is quite terrible at working with PDFs and Inkscape is single page only. There is PDFArranger which is great for arranging pages but doesn't do anything else. There is also PDFsam Basic which is free and can do splitting, merging, rotating and some other basic layout related tasks. Personally I am using PDF Studio from Qoppa and so far I have found it worth the price (129$ for the Pro version with generous 50% discount available for academics/students). It can do pretty much anything there is to be done in PDFs. I have also heard good things about Master PDF Editor which is cheaper, but I haven't tried it extensively.
