Sure, but that's not really an IRC-specific feature, lots of chats are self-hostable. Mattermost is a pretty unapologetic Slack clone. I used to use IRC quite a bit years ago, but these days I really don't see the point, I don't think it has any actual advantages over modern solutions other than sentiment.
