Since you're sure the filename is correct you might want to make sure that you don't have [ConsoleCommands] listed twice. Maybe remove the spaces before the Dragonborn Unlimited line. I don't think that should matter but it might be finicky. Use pastebin.com to upload both your .ini file and the DSN log from your Documents folder. Maybe we'll be able to see what's going wrong.

Notepad++

The editor he's using is Notepad++. I highly recommend it. His .ini just has all the extra comments about how everything works from the sample one edited out, so I wouldn't worry about it looking different as long as it's named and structured correctly.
