Look into https://pythonanywhere.com for a free place to host your practice projects. You can easily set up a flask, bottle, or django server on the free version and use it as long as you want. Electron is great, but you might be able to get by with an ordinary HTML / CSS front end while you're getting started. While you're learning things, it might be best to learn only one really new thing at a time.
