Tasker

The most popular such app that I'm aware of is is Tasker, which is a paid app but it has a 7-day free trial. It's very powerful (it can do a lot more than what you're asking for), but it takes some getting used to. It's rather like a programming system for your phone. You can also search (or ask for help on) /r/tasker if you get stuck (don't forget to check the side bar, lots of useful stuff there). There are definitely some posts about Fitbit on that subreddit, but I didn't check too deeply if any were talking about the things you're asking about (and the older ones might be outdated).

Automate

Another alternative is Automate, which is free. It uses a flow-based system that some people prefer over Tasker, but I personally didn't really like it. I'm less familiar with this one as a result.
