I have experimented with a lot of static site generators, from Jekyll back when it was big to Gatsby with React. My all time favorite is Eleventy. It is both simple and powerful, highly recommend.

What you can do is use something like Flywheel to run it locally. Then if you want to take a straight WP site and dump on Netlify use Leon's wp2static @ https://wp2static.com/ to create a static version on the fly.
