    Spigot/Paper (and their forks) are a continuation of Bukkit and they are more like patched together to work but support the latest versions of Minecraft. They operate in a grey legal area but have a huge following. Please do note that any plugin written for Spigot will work on any of its forks as well; the same does not hold true for sponge.

    I gather that you are going into this to start your own server. For plugin development and general java programming a domain is required. A domain is the url you see on the internet i.e. reddit.com and you need one for your packages as domains are used in reverse order. You can develop without owning one but I d recommend against it. If you are registering one for your server you might as well use it for dev purposes as well. You can get a free one again by using the aforementioned GitHub developer pack (I think they provide a free one on namecheap) but I personally recommend hover. The domain registrar you end up using is again a matter of pure personal preference.
