I don't know how one would use python to implement this, but I'm commenting anyway to suggest some software that might help your kid. Try googling for 'parental control' software. Everytime Windows looks for a website it checks the hosts file first to see if it knows where the website is. By manually adding this line in you are basically telling windows that youtube.com can be found at 127.0.0.1 which is actually your own computer. Therefore youtube will not load.
