Another frame for the question you are asking, at least in my eyes, deals with the question of <i>taste</i>. What helped me develop taste, I think, for instance, in terms of web design, was coming across many and different impressions of design, and not strictly confined to the web, e.g., architecture, interior, the theory of color, nature itself, etc, all help form my unique taste. I like using https://www.are.na/ and https://tumblr.com/ to come across different impressions of design: the ultimate motive being, the more impressions you come across, the more easily you may distinguish good design from bad design. But above all, this is might be naive subjectivity. All else, thinking of accessibility as a starting point is good, I find.
